Might want to tie it in with how many councils offer the poo bags for free? Telford Council's dog warden distributes them FREE to vets, public libaries and council buildings to encourage everyone to use em. That way noone has an excuse not to be responsible. The bags are bright pink - also useful for the binmen to know what the bins contain ... I'll take a picture of the bags and uploaded to twitter when I'm next out with our dogs. :) You never know - it might catch on :) Brilliant!!
